Service Information:

Mr. William Heather Jnr. was a public servant at the Ministry of Works until he entered politics.  At the Ministry of Works he served as:

·          Machine Operator 1985-1986;

·          Heavy Plant Coordinator 1986-1991;

·          Assistant Director of Road Works 1996-1997;

·          Director of Road Works 1997-2006.

Visits, Conferences and Delegations:

Attended the 53rd CPA General Assembly New Delhi, India September 2007

Community Services:

Active Sportsman in the district of Puaikura since childhood in all sports code. 

Cook Islands National Rugby Representative 1980-1997.

Active Member of the Arorangi Cook Islands Christian Church; Member of the Arorangi

Boys Brigade and represented the Cook Islands Boys Brigade to the Tomoana Camp, Hastings, New Zealand 1973-74.


Attended Arorangi Primary school, Tereora College (3rd & 4th Form) and Onslow College in New Zealand (5th & 6th Form).


Smiley is married to Tereapii-o-Kato-ki-Nuti-Reni (nee Tama) from Mitiaro and they have five (5) children, four (4) living and one (1) deceased.
