· Assistant Director of Road Works 1996-1997;
· Director of Road Works 1997-2006.

Active Sportsman in the district of Puaikura since childhood in all sports code.

Boys Brigade and represented the Cook Islands Boys Brigade to the Tomoana Camp, Hastings, New Zealand 1973-74.

Attended Arorangi Primary school, Tereora College (3rd & 4th Form) and Onslow College in New Zealand (5th & 6th Form).
Personal:
Smiley is married to Tereapii-o-Kato-ki-Nuti-Reni (nee Tama) from Mitiaro and they have five (5) children, four (4) living and one (1) deceased.
